have the same model and same problem. Sometimes it connecst and sometimes not. I think they stopped making them as I can't find it on the net anywhere. Better invest in another brand

Most digital timer problems can be solved by resetting timer.

Check the following:
Program disable feature is not enabled.
Check 2 different sets of batteries: 1 set AA for transmitter, and 1 set button-cell batteries on back of timer
Choose between 4 different functions: programmable, photocell, countdown, or random
Using programmable mode: make sure there are no programming conflicts

I think Garrison is also UPM timers.
But this is not 100% guarantee.
Web search for Garrison RCT yields no clear result or photo.

-Timer can be programmed for ON and OFF times, for Dawn-Dusk, for Countdown, for Daylight countdown, for daylight saving, and for Random. Each different programming option has 8-12 steps shown in manual.
