This means that the phone and the NCP (Network Call Processor) in the phone system aren't communicating with each other. Multiple problems can cause this. Things to check:
1. Network cable - Is it plugged in, and to the right port?
2. Phone died
3. Is there an available license? (3100 series phones)
4. Is there a network switch problem causing a loss of communication through whatever switch that the phone is plugged into.

NCP stands for Network Call Processor. There is a problem with communication. Since your server is running, reset your router (disconnect power, wait a few minutes, then reconnect) that supports your IP phone.
