It depends on the Simon game, but on an old standard one you pull the sliding switch-covers off, turn it up-side down and remove the 4 screws around the outside of the toy, then carefully turn it back over and lift the top off. You'll see the bulbs, which are easy to replace assuming you can find them at a store :)
