Your scanner was also marketed as the GRE PSR-244, and it's nearly identical to the Radio Shack PRO-62. I couldn't locate a manual for the Commtel or GRE, but you download/print instructions for the PRO-62 here:

The 12vdc refers to the charger you need,
The battrey is a rechargeable internal battery and you just need to find a 12v charger,
