It is not user changeable. Contact Delta Audio at 773-764-3634. They have the parts and test equipment needed to perform this modification.

L4diversity wireless receiver adjust frequency shure and microphone sm58

Sorry, it's not possible to adjust the frequency of the L4 wireless receiver. These were single frequency, crystal controlled systems. To change the frequency would require changing a dozen components on the board and then retuning the filters on the receiver board to work with this new frequency.

Can you change the frequency range on a band that has been restricted?

The change would have to be made by the manufacturer to be FCC compliant. The PSM400 has 16 frequencies allocated... if those have become restricted, contact SHure as there has been some trade in offers.

Is the frequency used by Shure UT2/ 58/ PG58 wireless mics still valid or legal, since the Fed have changed frequencies lately?

It depends on the specific frequency that you have. Some of the UT systems operated between 698 and 806 MHz, and they are now illegal.

Other UT systems operated below 698 MHz and those are still legal to use.

Look at the frequency that is on the sticker on the back or bottom of the receiver or the sticker that is in the battery compartment of the microphone.
