The code entry instructions will depend on the actual make+model of radio fitted into your Chevy ( Chevy do not make the radio...they just put their badge onto radios made by at least 6 of the major manufacturers (such as Blaupunkt , Eurovox , Fujitsu etc)

Need to visit the Chevy dealer with those numbers. They will call Chevrolet with your six digit code and tell you what number to enter into the radio to unlock it. Usually a four digit number.
It appears to be that the radio clock display has malfunctioned, and is due for a replacement radio, which could be an aftermarket or oem radio, maybe found at a junk yard.
Tools required for oem replacement radio, torx keys set.
Before working on the radio or other electronics, disconnect the battery cables with 8mm wrench.
Replacing the oem radio is much easier, if you obtain oem radio, compared to aftermarket radio, due to being direct fit.
The radio is same for 1995 to 1999 Pontiac Sunfire and the Chevy Cavalier, regardless of sub models, such as SE,GT, VL,VLX,Z24. etc.
Parts needed for the the aftermarket radio install :Stereo assembly, stereo wiring harness adapter, radio antenna adapter, and dash install kit.wiring diagram for the wire colors / functions, along with tools, such as torx key set, screwdrivers,wire crimper, wire stripper, double ended wiring connectors, hair dryer.
The oem stereo removal video is for the 2000 to 2005 Sunfire / Cavalier, but are the same or very similar procedures.
Turn the key to on, but don't attempt to start. Wait 10 minutes with key in this position, and light should go out. Turn key to off position. Try to start.
There is one under the air cleaner assembly, one on the passenger side inner fender, one on the rear crossmember above the rack and pinion assembly, and one on or near the center crossmember near the radiator
Most radios and cd players in cars require a code to get them operating again after they have been disconnected from the battery for an extended time. Hopefully a dealer could help you locate the code for that model.
Disconnect the negative battery cable for 1 minute.
Reconnect the battery cable.
Turn the ignition to run.
Turn the radio on.
Does radio now operate?

Go to Step 4 4
Turn the ignition on.
Turn the radio off.
Depress and hold Pre-set buttons 2 and 3.
Write down the first three digits that appear on the radio display.
Depress AM/FM, write down the second three digits that appear on the radio display.
Did you receive the 6 digit Radio Display Code?

Send Radio in for repair 5
Contact Delco Assistance to obtain a "Radio Back-up Code".

Use the hours and minutes buttons on the radio and install the 4 digit "Radio Back-up Code".
Depress the AM/FM button.
"SEC" should display. Did the radio unlock?

Repeat Step 6 7 Important: This will remove the original owner's code. The owner will then be able to reinstall their own personal security code. Step 6 only unlocked the radio, if the original code is not known, repeat step 6. Did the radio display?

Easy go to ebay and look for AC Delco GM Radio Unlock Code TheftLock Chevy just pay $ 5.00 for the action and this guy send your code in about 2hrs. jut follow the instructions good luck!!!
InOp means inoperable. There is a 4 digit code that you have to put in on the radio. I don't know if they are all the same code or not, but mine is 0642. read the directions in your car book. If you don't have one let me know and I can scrape mine up. Basically, though any time your battery is diconnected you will have to unlock the radio.
