The below step will surely resolve the issue..

CD/DVD drive in device manager and the CD/DVD properties in device manager shows error code 10 , 19 , 31 , 32 , 39 or 41, please use the following steps:
This issue occurs due to an incorrect registry entry, which might be created due to installation of an incompatible CD/DVD burning program. We will remove the registry entry and re-install the CD/DVD drive and the issue will be fixed.
1. Click on Start and type regedit in the search box and hit enter. It will open Registry Editor window.
2. It will open registry editor.
3. Click on File and Export, it will open a new window.
4. Select Desktop from left pane in the new window and put file name as regbackup and click on Save.
5. It will create a back up of the registry on desktop.
In case something goes wrong during modifying registry, this registry backup can be used to restore to original registry.
6. Now in registry editor click on triangle symbol next to the following items in the left pane:
HKEY_LOCAL_MACHINE
SYSTEM
CurrentControlSet
Control
Class
7. Locate 4D36E965-E325-11CE-BFC1-08002BE10318 below class and click on it. Make sure you have selected the correct entry as all the entries looks almost similar.
8. Look at right pane and check if you see UpperFilter and LowerFilters entries.
9. Please right click on UpperFilter and LowerFilters and select delete.
10. make sure there are no other UpperFilter and LowerFilters entry in that window.
11. Close registry editor.
12. Now please click on Start and type device manager in the search box and hit enter.
13. It will open Device manager window.
14. Click on + sign near CD/DVD entry and it will show the name of the CD/DVD drive with a yellow mark near it.
15. Right click on it and select uninstall.
16. It will remove the CD/DVD entry from device manager.
17. In Device manager, click on Action > Scan for hardware changes to re-install CD/DVD drive.
18. Now you should see the CD/DVD drive entry.
19. Do you see any yellow mark near it now?
20. Please click on Start > Computer and check if CD/DVD drive is listed.
21. Please insert a CD or DVD and check if the computer reads it.

Microsoft Windows uses device drivers to send application requests to the CD or DVD drive; the driver acts as a middle-man, translating communication between the operating system and the component. The operating system enables users to manage drivers on the computer via the Device Manager. If a driver malfunctions, the Device Manager displays an error code. Reinstalling or upgrading the driver can resolve most problems with the optical drive, but error codes 19, 31, 32 and 39 require modification to the Windows Registry to fix.

Click the Windows "Start" button, type "regedit" in the Search field and point to "regedit.exe." Press "Ctrl-Shift-Enter" to launch the Registry Editor with administrative credentials. Navigate through "HKEY_LOCAL_MACHINE ' SYSTEM ' CurrentControlSet ' Control ' Class ' {4D36E965-E325-11CE-BFC1-08002BE10318}." Right-click "LowerFilters" from the right pane and select "Delete" from the context menu. Click "Yes," when prompted, to remove the value from the registry. Right-click "UpperFilters." Click "Delete" and select "Yes" to remove the value. Restart the computer to resolve the error code. Hope this helps

Sony Optiarc AD-7581A 8x DVD?±RW DL Notebook IDE Drive w/LightScribe Burner is not being recognized and installed.... It shows the error 10 "device will not start" can anyone help?

Try a cold boot. Shut down the computer. Remove the battery. Unplug the power cord. Wait at least five minutes. Start up the computer. If still does not work, go to device manager --> CD/DVD drives. Uninstall the Optiarc drive. Go to Actions --> Scan for Hardware Changes, or simply reboot to reinstall the drive.

Windows vista updated and now my optiarc dvd rw drive won't work

You will have to uninstall the drive and reinstall again. I think the drivers for the drive is not properly installed. But if all this does not work, then I think you will have to do a system restore.

Laptop Optiarc DVD RW AD 7530 B is not reading CD or DVD media.

1.DVD icon displayed in My Computer.
2.When I insert DVD or Cd in the drive,Green light flashes and tries to read the nedia and goes off within few seconds.
3.DVD drive in My Computer when clicked shows empty folder
4.Uninstalled DVD drivers in Device Manager and let windows find it on reboot
5.Issue still persists.
6.Right now external DVD RW works perfect.

Give this a whirl:
CD-Rom stops working. After checking device manager you find an exclamation mark on the drive. It doesn't mean the drive is dead. It could be an upperfilter or lowerfilter registry issue that is keeping you from accessing the cd drive.

This fix worked for my client:

Also, try this fix from microsoft.

CD-ROM access is missing and messages cite error code 31, code 32, code 19, code 39, or code 41.

Try this before replacing the drive and remember that you may have to reinstall some burning software.

Dvd-player doesn't start

uninstall the drivers and reinstall if nothing then the dvd rom is junk. get a new one. Check E-Bay

Go to this incredibly long link (sorry about that) and look though the solutions there, it says it is for hp and sony computers but it has the same principal for all dvd/cd drives
