This could be one of 3 things.

Bad battery
Bad AC power adapter
Bad internal power jack (where the plug goes into the laptop)

The easiest thing to do is to try and use your laptop with the ac power adapter plugged in and no battery. This should work but if it doesnt then you know it probably is your ac power adapter. But if you feel like you have to wiggle and hold the cord in then it may be the jack on the inside. The only way I know how to fix that is to take it apart and resoder the joint holding that part together to make a stronger electrical connection.

As for the battery if you let it sit out for a day it will discharge any current it currently has inside of it and then you can try again to charge it. If that doesnt work and your cord and jack seem fine then you will need to look for a new battery to replace the one that died. This happens over a couple of years as the battery life shortens over the life of the laptop and more so if you use it heavily.

If the charging LED is on but the battery is not charging then the battery may be worn out.
Ifthe laptop battery is more than 3 - 4 years old then the battery could be wornout. Rechargeable batteries have a finite number of charge and discharge cyclesand will lose their charge capacity over time, i.e. won't charge to 100% andgradually the charge reduces until the battery won't charge up atall. ORThe battery shows a 100% charge but when the adapter is disconnected thebattery drops off to zero capacity in a very short time. Ifthe battery drops to an unacceptable charge level then the battery needs to bereplaced.

Hi. Blinking orange light on battery indicator means it's charging. To make sure, point your mouse to the battery icon on the Taskbar located on the lower right-hand corner of your screen...near the system time and speaker icons. It should say plugged in, charging. If you see "plugged in, not charging, then you need to call Dell Phone Support for additional help.

Replace the battery. If it shows that your are on A/C power and the battery is not charging then replace the battery. It is not holding a charge.

Leaving your laptop plugged in all the time will kill a battery quickly. You need to let the battery get very low then charge it to keep the battery fresh.

Sorry to hear that you are still having trouble. The only other thing to try is your battery on your buddies notebook. If it works there then it is the charging mechanism on your notebook and this would mean replacing the motherboard.

The battery has most likely been "Over charged". Most rechargeable batteries can only be charged around 500-1000 times depending on the brand of your computer. I would recommend buying a new one.
