Hi jang_my171, this is a winsock error, try to reset the winsock .
click start > run > type cmd then press OK
type netsh winsock reset on the black screen, then hit ENTER
then restart pc, and try to check Outlook express if you can receive.

Try Tools - Account Settings - View - click on change where is your account and try to activate chached mode.
