Govener over reves engine for no reason. Tecumseh 8HP Model TVM195 150220F On a Snapper riding mower Model 3080S. Just replaced the carburetor P/N632991. Engine will idle if I push in the govener lever on the engine, but when I let go it pulls the throttle control on the carburetor wide open. I dont know what cause this? I can disconect the govener linkage from the carburetor and install two seperate controls for the choke and the throttle. I dont know if this will hurt the engine running it with the govener disconected from the carburetor?

I had exactly the same problem, I tried to clean the carb several times without any luck. I gave up on the carb as it was an EPA style without adjustable mixture needles. Bought a new carb for it, installed it and the engine fired up right away. Took me 10min to let it warm up and dial the mixture, it has been fine ever since.

I recommend to buy the replecement carb old-new stock mfg pn: 632334A Tecumseh Carburetor with mixture needles

oil seal is worn out from durbis wrapped around crankshaft need to replace oil seal by removing blade and hub
clean cranksaft with fine sand paper
a sharp awl punch in the outter edge corner of seal on a 45 degee angle then slide seal off
