The GX520 has issues with the power supply. If the amber light is blinking most likely the pc is not running. Replace the power supply.

The hard disk is being accessed, this is normal. However, if the computer is idle (not doing anything noticeable), then this may be a virus infection. Get Malwarebytes and run a scan.

I'm not clear about the blinking amber light you are referring to. Is it on the computer or the monitor.
I checked Dell's web site for the service manual for this computer model, & found this document:
http://support.dell.com/support/edocs/systems/dim8300/sm/adtshoot.htm#1102195

If the blinking amber light is on the monitor, check the connection between it & the computer itself. Make sure the cable is not damaged & that it does not have any broken pins in the socket.

Replace ink cart and amber light still blinks

Usually if the Amber light is blinking with a new cartridge, that cartridge has bad electronics.

Try replacing the cartridge with another or the old one, if the light goes out it was just a bad cartridge.
