The drum wont turn can be several factors:
The relay is not working.
The capacitor is bad.
The thermistor is broken.
Need to get schematic to test out one of these above. The schematic is tucked in a plastic pocket on the inside panel when you take it off.

Put new belt on dryer but it wont turn and i can smell burning and the drum wont turn

sounds like the belt may be bound somewhere, I would take it back apart and see if I can turn everything by hand. If everything turns freely then I would reinsert drum, hook belt up and see it I could turn the drum with my hands, it will turn but not to freely. Hope this helped tim

It could be a bad motor...or it could be a problem with the timer switch...both are near a $100.00 to replace...Good Luck

Creda T622CW condenser tumble dryer drum wont turn

You need to check if the belt is o/k.
Remove top cover, and grasp belt, it should be firmly wrapped around drum.
If o/k, then could be a motor problem, or programmer fault
Once you have got the drum turning again, it is possible the filter light will go off,if not, then you have another fault

if your drum will not turn manually, then the motor is seized up, or a sock is caught in the blower wheel...

WONT DRY,DRUM WONT TURN

This sounds like the motor that drive the drum has packed it in could be the capacitor or the centrifugal switch cant say with the amount of info given. I am quite sure it is with the motor as manually turning it is assisting with the start up of the motor

Drum wont turn

sounds to me like the belt may have fallen off the back of the drum.
look under the lid and see. if a wd, should be simple enoughto put it back on by removing the back cover to refit.
turn the power off though.
