Double check the mode the carera is in to make sure you are not in manual mode. Most point and shoot digital cameras have an auto mode. Try putting the camera in auto mode to see if that helps. In manual mode you have to select the appropriate Fstop setting (how much light gets through the lens) and the shutter speed (how long the lens stays open during the shot).

shutter is sticking so it over exposes photos . will need shutter or lens assembly replaced. it will have banding stripes in low light and white in bright light.
The shutter is stuck. The electronic "noise" created by the solenoid trying to move the shutter blades causes the lines on your pictures. The bright outdoor pictures is due to the fact that the shutter is jammed open.
You can try tapping the camera on the sides and bottom. This may jar the baldes loose. Failing that, you will have to find a shop that can obtain a replacement lens assembly for your camera.
I found the same problem. I was able to solve it by adjusting settings as follows:
Go into 'Camera Settings' - top right blue button in video view.
You need the 'Camera Setup' tab.
Click 'Source' button.
Click 'Advanced Settings' tab.
'Banding filter' - check 'Outdoor'.
'OK' your way out.
