Check in the fuse panel for a blown fuse or a time delay relay to be blown out. if this checks out to be good, then you have a short in the wiring to dome light. also you may look inside the dome light socket for a blown light bulb or a short in the socket.

1999 Dodge Ram van 1500 no pick up power
I had a similiar problem on my 1999 Dodge Ram 1500 Conversion Van. It ended up being a partial collapse of the catalytic converter which didn't allow adequate exhaust. The problem only showed itself because I could not get over 55 mph going up a small hill.
