Line, faults & possible causes to LCD screen are given with illustrations. You can get an idea about the fault to an extent.

You will need convergence work to this unit. Not cheap.(Not recommended for DIY unless already experienced in this type work). Might contact a local servicer experienced with Toshiba & see if they can give you a quote over the phone. Be sure you are sitting.
This is probably a good time to consider entering the 21st century & look at LCD or LED flat screens.

If a single inkjet in your printer is not functioning then output will appear as a horizontal line across the page. If one of the jets is on all of the time then output will have black or colored lines across the page. Use the following steps to isolate the problem:

- Replace the ink cartridge

- Check the flexible cabling for continuity and for short circuits between adjacent conductors

- Exchange the control board for a good one

- Finally check the power supply

In the old days that means your "flyback transformer"needs to be replaced.

Take it to a TV tech or junk it and buy a new one. That might be cheaper.

The line is there because the vertical deflection unit - the one that spreads that line across the entire screen to form the image - has failed. Replacing it is a job for a professional, or at least an experienced amateur, and the parts will be quite difficult to find for such an old tv . 

cold solder in vertical ic and check caps around to..if you see resin around any cap, change.

The vertical output ic needs re-soldered, look for a 5 pin ic connected to a heat sink near the flyback, re-solder the pins. If you are not up to this a local shop should be able to do this and it should not be an expensive tv repair.

if your remote is not responding to your tv and you were able that your remote is good, then there must be a problem with your tv.
I suggest that you have your unit be checked by a repairman. No matter how many remotes you buy, if the problem is within your tv, it will not be resolved.

Hi. this is caused by dry solder joints on the frame o/p IC. Resolder all legs of frame chip. Should sort that out.
