SOURCE: subsidy password
This problem is usually encountered when a phone had been locked to a certain provider. If you know what service provider the phone was set up with previously, then you can call their customer service line and ask a representative to help you find the subsidy password/unlock code. If you do not know which provider it was registered with before you got it, then you can try to contact the manufacturer (call Motorola's customer service line) at 1-866-289-6686.
Also, there are usually preset codes. I am not sure of these, it would take some extra researching, but they can be found. when I called in to T-Mobile they asked me to try 000000 (six 0's) as well as 073887*
I have also heard that trying 0000 (four 0's) might be one of them, but I have no supporting evidence for this claim.
