I would like to know if the kenmore oasis washing maching tub is to have liquid in it for balancing purposes

Open the lid. Remove clothes and drain tub. Reach in and give your tub a good shaking. You should hear a sloshing sound. If you don't hear sloshing your balance ring has somehow lost it's liquid and will need to be replaced.

Possible that the motor is not moving , could be a faulty capacitor to the motor. Also check for the free movement of the agitator, if the shaft is tight then it can cause a drag on the motor.

To verify my suspicion, it will be necessary to pull the machine out from the wall and remove the lower panel which is normally only a half-dozen screws.
With the AC plug pulled and a good light, check the tub suspension which will be located at or near each corner and may be either sturdy springs or heavy rubber rings. They must all be attached to hold the tub centered. One of these has failed or at least come loose from its anchor.

There is always water in the bottom to help keep the tub seals moist.

it is best to put the powder directly on the clothes. powder in the liquid dispencer will clump up

First just to let you know, the oasis is very sensitive to the load level and water ratio if its too heavy the load has to be perfectly balanced inside the tub. Next check to see if any of the straps are broke. The next thing is that the newtator has tighted up all on its own so when it spins the newtator grabs the tub while it spins at high speed. I have never had to fix this but i know it is a common problem. I hope i helped a little. Good luck!

your bearings i the tub have gone bad. It happens usually if you use powder soap. It doesnt dissolve all the way and gets into the bearings and ruins them. Sorry but this is a pretty expensive fix. When you get it fixed used liquid soap and it shouldnt happen again.

with the machine empty see if you can lift up only the tub and see if it drops down.check to make sure there is nothing between the tub and outer tub have you gotten an f-51 error?
