The DP23 light on the deflection/power PWB is not coming on. The LED on the supply is on. All other LEDS on the pcb are lit. Any ideas on which component on the 5v stand bye I should be looking at first?

Power relay is defective. All contacts are not opening when power is removed. Located on small power supply board, upper rt side. s 901 part# FJ00142 should be under $10, do a google search with part number and 50 sources will appear.

Dead Set. Power supply chirps. E947 on the 115V and E943 on the 28V line is open. Cause: Check all the fuses on the deflection pwb. Found E943 open and had a shorted 28V line on the Signal PWB. Check IK01, IK02 also caps, CK17, CK18, CK19, CK20 for short.
Those blinks [flashes] are fault indication (Error Codes). From the number of blinks occur at one time switch ON, you can get an idea about the faulty circuit section inside it. This will make repair easy. These are called blinking codes. Make sure about the exact number of blinking of the standby/power LED, by switching On & OFF the set, for at least two times. If blinks continue without any pause, the main board is faulty.

Your problem is in deflection circuit (115+v) check these: FP05, DP15, Q777, QH01, TH01, T701, etc. BUT suspect C707 1k pfd, 2kv, and check all the pico fuses (brown) 2" to the right of cap. Good Luck, big IRISH.
It's not coming on probably because the safety sees a short and is sparing you smoke damage. Double check to make sure any solder didn't cross or drop to another set of solder joints on the bottom. Check the stand-by circuit to the main pcb for the keyboard control. If no voltage present, check the 5v regulator in the main supply. If you are not seeing the LED on your supply up, it's likely you do not have the 5v stand-by.
