Wow I am so sorry to tell you that searching all the manuals it appears that the phone is made in language specific models and as far as I can tell it can’t be changed! I hope I am wrong but I have looked at the US, Europe, and Worldwide HTC sites and that was spelled out clearly the phone is made language specific. Good Luck
you need to download english rom image file first after you need to open rom image file with hex editor program when you opened rom image file first three bytes ENG you need to changed FRE and save it and update your device when its finished you have english version if you need any help you can contact with me via

You must find some ROM (...it`s an interface...or...how should I name it...) on english,or what ever language you want,and install it. It` really easy. You can find them (ROM-s) on google. I have been unable to sort this out! I am not tech savvy...however, I understand I need to obtain a Windows 6 OS in English! I´ve checked online for freedownloads & have yet to find! So many purchasers have this problem...not realizing there isn´t a language change setting prior to purchase! I´ve spoken directly to HTC with the issue of this little advertising omission!!! They blame Microsoft!!! I intend to speak to a lawyer friend. I think it´s deceitful marketing to some degree!
BTW...HTC also justified the language setting omission issue, advising me my HTC Touch is not a smartphone...not even a phone...it´s a PDA! PDA´s according to them, do not have language change settings!!! Do note however, HTC.com site does list the HTC Touch under Touch Phones in their Product window!!!
