Start the computer in SAFE mode by pressing F8 repeatedly as it boots up

What you have done is set the resolution for the monitor too high on the computer

Try lowering it to 1024 x 768 to start with.

Change the resolution once you are in to safe mode

NO PICTURE

Refer to the manual (free download here). Generally, a blue screen indicates a very low or non-existent signal. This can happen when the antenna is unable to gather enough of a signal from a particular broadcaster, or if an A/V input is selected, but the A/V device is not on or providing a signal. Since you are not seeing channel information when tuning, I suspect that the television is set to display an A/V input instead of the internal tuner.

With a working remote, locate the TV/AV button on the lower left (manual page 3 - item 8). When this button is pressed, you can choose to display signals on the ANT, VIDEO1, VIDEO2 or COMPONENT jacks. The ANT selection chooses the input on the RF jack such as an antenna or cable TV (with or without converter box). If using a cable box, the TV tuner should be set to Ch3 or Ch4 as determined by your cable box. Otherwise, select the VIDEO1, VIDEO2 or COMPONENT input that has the source signals you wish to watch from a cable box, DVD player, etc. that is connected to the rear input jacks. Page 7 of the manual details the connection and remote operation.

After turning on the computer (Apple CUBE MacOS 9.1) the vision of the monitor is normal but after a few seconds a screen with a window countdown will start automatically and reads "signal ing"...

This OSD may appear to inform you that the signal being sent to the display is not within its frequency range. In this case, you would need to check the resolution and refresh rate you have your video card set to, and adjust to be within the range of the display

Show on the display input signal out of rang

it is the set resolution. change graphic settings on your computer. probably, reduce the resolution and try untill you get an optimal setting.

Inout signal out of range Answer Failed: retry

It shows out of range because the PC is sending out the video signal that is higher than the monitor can display, you need to set the PC video resolution to the native resolution: 1024 x 768 @60Hz. You can reboot the PC into save mode (hitting F8 key while booting up) then set the resolution to 640 x 480 (try 1024 x 768 if it allows you to do so), reboot and reset the resoltion to 1024 x 768 @60Hz.

It is your "vergin media box" outputting a blue screen!
When this TV has no input it displays a msg box "No Input Signal" or "Signal out of Range" (PC video resolution is not correct.)

input signal out of range would normally indicate the the screen resoloution is either too high or too low for the monitor to display properly.

Input Signal Out Of Range

press F8 upon booting up instead of choosing safe mode click ENABLE VGA right click desktop, click properties, click settings, set resolution to 1024 x 768 from there you will not see anymore the Input Signal Out Of Range
