1. charge the iPod battery to max
2. Ensure you have latest iTunes
3. Shutdown your PC; complete shutdown
4. Unplug ipod USB
5. Start your PC
6. Fire up iTunes
7. Connect the iPod to an USB
8. Start the restore
Here I have the easiest solution for you but this will cause a permanent loose of all the data you have on your ipod.
If it is okay with you then follow my instructions here
If it was locked and you donot know the password then the only thing you can do is restore it using dfu mode hold both power and home button until it turns off and restart and show you to connect to iTunes. Then restore it. Let me know what happened.
It seems like you will have to restore it which i have researched and
seems to be the only way, this will sadly erase all content so if you
are willing to put back your music/videos etc.. back, then go for it
you do this by
1) Connect the iPod Touch
2) Press and hold sleep+home until the device reboots.
3) Keep holding until that "please connect me to iTunes"-screen appears
4) iTunes says something about having detected a touch in recovery mode. Allow it to do its thing.
If you get the -18 error, proceed:
5) Disconnect the iPod Touch
6) Close iTunes
7) Reconnect the iPod Touch
8) iTunes launches and shows message as in step 4, but this time, the recovery will work
well you can conpleatly restore it by no luging it in and holding the power buton for 3 seconds then with out leting go of the power buton hold the home buton for 10 seconds then let go of the power buton and just hold the home buton for a further 30 seconds.....
after you have done this plug it in to your computer with iTunes allready running and a icon should say unresponcive ipod or somethin along those lines just click RESTORE
It seems that you will have to restore you ipod touch i'm afraid! So, i hope you have your things backed up.
Ok the steps to take are:
1) Connect the iPod Touch 2) Press and hold sleep+home until the device reboots. 3) Keep holding until that "please connect me to iTunes"-screen appears 4) iTunes says something about having detected a touch in recovery mode. Allow it to do its thing.
If you get the -18 error, proceed:

hold home for five seconds then while holding home put in your usb connecter while its connected to the computer and it will be put in recovery mode from there restore it and put your music back in!
