I have a rental place and my tenants said the oven and stove are not working. When they turn the dial to turn things on, the lights work but no heat is coming out. If this is a fuse or a circuit issue, can I fix it myself?

it is an electrical problem and if you do not get in a qualified technician to fix the problem it is a jail term for any one not qualified who works on, or authorizes any work by unqualified persons should any person get a shock or be killed
Sounds like the oven thermostat stuck, for whatever reason and then the oven overheat thermostat kicked in. At the very least, I think you will need a new oven thermostat and possibly an overheat one as well. On the 720 there are two, one for each oven, so when you take the oven to bits, check both out.
You have not mentioned the make model of the oven, whether it is gas or electric.
Please check for gas line, gas valve, gas regulator to open and ignite.
If electric make sure there is power at the outlet, if the circuit has tripped, check mains.
Please consult your landlord before you pull out any units as he could be the best help.
I have an Inglis electric stove with a self cleaning oven We turned the left dial to "CLEAN" and when turned the right dial to clean, a buzzer went off. Can you give me any advise?
Can you locate the model number on the oven? Also any particular name of the stove? The manufactured year. These should all be available on a stainless steel or aluminum attached plate , probably on the back of the stove or inside the door.
I wouldn't try using the self cleaning feature until we get some advice. it could lock up on you and not UNLOCK. Normally self cleaning takes place at 600 or more degrees .
I'm sure others still have the same stove., I will see what I can find for you.
After getting an electrician out, apparently the time needs to be set on the oven. As we're in a rental & don't have a manual/ couldn't download one, we got it to work after holding the first two buttons in (the timer buton + the one that looks like a hot pot) along with the + button at the far right, which made the tim tick on, so it could be set.
