I suppose your device entered this state after a reset following an installation of some 3rd party applicaton. Anyway, I'm afraid you'll have to hard reset your device to get rid of it. You'll loose all programs you have installed, as well as you personal data, but I can't see any other way to try to solve your problem. To perform a hard, press and hold three buttons: the 'windows', the 'ok' (both on both sides of the D-pad) and the record (below the reset pin, on the right of the device) buttons, and, at the same time, briefly press the reset pin with the stylus pen. Release the buttons when you see a green message stating 'CLEAN BOOT' on the screen.
