Check the fuel solenoid is getting power. It may be locked out by loow lube oil pressure and other things.
ALSO when restarting a diesel one OFTEN must "bleed" the fuel lines at each injector... same as when one inadvertently runs a diesel out of fuel. Crack the connectors at the injectors and crank till fuel comes out and tighten each one. Yes, it is a pain...
Check the pump solonoid by supply it with current directly from the battery with a cable watch out for the voltage of the battery.If it is 12volt use a 12volt battery while if it is 24volt use a 24volt battery

Check the selinoid but short cicuting it , if ok
check if diseal goes to the engine by oening injector pipe and pumping fuel
if fuel goes ok try to ut som carb cleaner in the air filter and run if it runs the pun head is worned and you must fix it
