Something has a dead short to earth. The only way to find is to disassemble and look for chaffed wires, and test the fan itself with a multimeter.

I have a problem with the fan not turning off on the a/c or the heater

If the fan won't turn off at all it is either the thermostat or the fan relay in the unit itself. Remove the wire going to the G on the thermostat. If the fan cycles properly on heat then the problem is in the thermostat itself.

Microwave overheats and keeps turning off All microwaves have some sort of a cooling fan to help keep the magnetron and controls at a tolerable level. Most OTR models will usually use the vent motor for the cooling fan also. Countertop units have a small fan behind the control panel somewhere. Either way, if the cooling fan is not working and heat builds up, it is going to open a thermostat. On some makes, this thermostat might re-set itself as soon as the temperature cools down. Other makes, you will have to replace the thermostat or fuse.
If this is your microwave oven repair problem, you will need to check the operation of the fan. Below in the component testing chart, you will see how to test the fan. Also, if possible, make sure the fan is not obstructed somehow and not turning. Also check your fan relay at your control board for voltage, if no voltage, replace control board. This fan should come on at the same time any cooking starts.

Fan on outside unit will not start

That could be a few different problems, does the unit sound like the compressor is trying to kick on? If so, it could just be the condensor coil...or the fan motor itself. I just had to replace the fan motor on my own outside unit. Check to see if the fan blade will turn with the unit both on, and off using a screwdriver or something.

When I try to record on dvd it turns itself off.

Sounds like it could be the fan thats packed up. When it gets too hot inside the recorder it switches on the fan but if it cant detect the fan is spinning it turns off.Hold your hand over the fan grille at the back of the machine & start to record something usually you'll be able to feel the fan kick in after a few mins

contact panasonic as those fans are specifically suited to that recorder.

Some one got a Hampton bay fan or something that is interfering with your remote settings. In the fan and in the remote there are codes that you can change. Try that,I thought I had a ghost but it was a neighbor with the same brand of fan

Radiator Fan Stays On

A simple test would involve disconnecting the fan switch while the fan is on. If the fan then stops the switch has failed. If the fan continues to run remove the relay , if the fan then stops the relay has failed.
Various inputs/outputs at the relay should be confirmed to be 100% certain something strange isn't going on.
Above all be careful of the fan itself , if it's running obviously but if it's not it could start during repair

TV comes on and goes off by itself

In order to determine whether it is the TV itself or something in the room that is causing the problem, place an object in front of the infrared eye on the TV. This is usually a transparent red plastic window on the front of the TV somewhere. Verify that it is covered by trying (and hopefully failing) to use the remote. If the TV continues to turn itself on and off, then it is the TVs internal circuitry. If the behavior stops, then it is something in the room. One of the more surprising causes for behavior like this is sunlight hitting rotating ceiling fans -- the light reflects off the fan at just the right frequency to fool the TV. I mention this so you don't limit yourself to only thinking that it must be either the TV or the remote.
