Fluke 1651portable tester is displays Error 1 during initilisation
Error 1 is an indication that the self test has failed. This will require repair at an authorized Fluke service center. There is an internal problem with the meter. The only thing that you can try is to replace the internal battery. Should the battery be defective, the internal testing can be effected. I have only seen this occur once, but it is worth the attempt. Should a new battery not fix the problem, return the meter to Fluke for repair.

There is no internal battery. What you think is a battery is capacitor.
The testers in most cases have lost their calibration constants and require reprogramming and it requires a lot of specialied equipment to do this. There is no DIY work around.
