The green light flashing is actually a diagnostic code, IBM should have what the flashes mean on their web site.
I once worked on the the exact same model and the green light was flashing. The owner bought a new Motherboard off of ebay and I installed it and the computer then worked fine.
I am not saying that it is the motherboard, it could be an issue with battery or the AC adapter as well.
Try removing the battery and powering on the computer while it is plugged in. If possible try a different AC adapter.
The Lenovo web site is where you can find support for your system but I was not able to find any documentation regarding diagnostic codes.

You can only remove the BIOS password by using the correct password to get into the BIOS. The BIOS password is stored on an EEPROM chip and there are no backdoor passwords avilable and removing the BIOS battery will not bypass/remove the password.
IBM/Lenovo support states only a replacement motherboard will solve this problem.
