Seems that if you plug the device in and it cannot find a driver then you have to force the computer to look for one. Even installing the Samsung software didn't help and their website instructions doesn't tell you the name of the driver. I did the following which worked.
Right click on my computer, select properties and go for the hardware tab.Click device manager and look down the list. Somewhere you'll find a yellow warning icon next to Samsung y3 or unrecognisable device. Right click on this and go for properties then the driver tab then driver details You'll see there isn't one. Click OK and go for update driver. Click the Advanced install option and include the specific location C:\WINDOWS\system32\drivers. Click OK and the computer should tell you its found an MTP device. The driver it uses if C:\WINDOWS\system32\drivers\wpdusb.sys. This worked for me.
