First place to look will be the power supply section, common problems with all LCD monitors. Most common failures in the LCD monitors are bad capacitors (bulging top/seal or leaking) in the power supply, failed inverter circuits (blown fuse, shorted transistors, shorted/open transformers), bad lamps (poor solder connections or worn out lamps). Most monitors when this happens means that there is no signal, but even if you had no signal you should still be able to bring up the menu or at least see a screen bounce around saying there is no signal.
When the green light flashes and then stops, this is usually a diagnostic code meaning that there is a hardware failure.
I was not able to find anything on Samsungs site regarding this but I know its the same for the ViewSonic, we had a bunch of them die on us at work recently and was doing the same thing.
To be on the safe side before throwing it away or replacing it, just simply test on another system. If you don't have a system at home maybe someone you know would let you test on their system.

if the power light comes on but the screen stays black, then your TV might be on the wrong input Channel. for example: you switch inputs when you play games or watch dvds vs. watching regular tv. Try to change the input
you bringing a marginal part or connection back up a working state. when it cools or voltage drops it goes to the non working state. hp power supplies are not good to begin with. replacing it will fix it till that one also fails
first, press the channel -/+ button on the TV. If that doesn't turn on the TV, then it means you have to replace the bulb of your TV. The bulb is most likely dead.
I had the same problem - green light on power cord but when plugged in the green light would go off and the hard drive would do nothing. I took it into Geek Squad finally and it turned out that the problem was hard drive casing, which I had to have replaced.
