1. check the USB cable to see if it is connected properly
2. check to see if you have the device showing the "device manager" if not then reload the device by shutting down the PC.
Then rebooting and connecting the device again to the appropriate port.
Check to see if the device bubble on screen says "new hardware" detected.
If so then your device was enable and is not ready to use.
If not then the device needs a driver update and this can be done by going back to the "device manager" and right clicking to go to "properties" to enable new updated drivers
You may also have to go to the manufacturers site to see if there are any updated drivers available.
I have fixed this temporarily by going into Device Manager, finding Com Port 1, right clicking on it to disable it (you get a warning message), then immediately re-enabling it (right clicking on it and selecting 'enable'). This fixes the problem until the next reboot. Still looking for a permanent fix.
