I believe it has to do with uLead checking for its MPEG encoder every time you re-boot. you can try turning off the automatic check from CCleaner. IIRC, that's what I had to do to allow me to install HCEncoder
or else try to go with Run CCleaner; Choose Tools -> StartUp and see if uLead is auto running anything. If it is it is safe to 'Delete Entry' thus turning it off. The pic above shows videostudio version 8. That is a phased-out product and has no tech support. However, if you have a later version of VideoStudio, you can get a patch at the link below.
Have you done an update from Windows for your system? That's usually the main cause. After you've done the update and the problem still occurs, just comment so I can try and help further.

was looking for a fix to this problem after my dad had this problem
with no results on the net.
So eventually after about an hour or so of poking around i finally found a fix to the problem.
Fix
right click start then left click explore
go to program files then ulead video studio
click on the ulead program opening the files
scroll down untill you find the startup file EG: ulead.exe
will have the icon on it it is towards the end of the files
Right click on this file and then click properties then compatibility
then untick all boxes.
this resolved this problem on my dads pc.
