I found you stuck since long hence thought of giving the answer. once you lock down to another expert it's not easy for the first one to provide answer. Here's your working solution.
msncon.dll is the MSN Connector that you use to access a paid Hotmail (or MSN) account. download the MSN connector again from MSN and reinstalll it. That will let your outlook work. If you don't wan't msn by any reason then once your outlook starts just create a new account Click Start>Control Panel and run the Mail applet to create a new profile.
This will solve your outlook problem.

Still not working. Now getting this error:
Cannot start Outlook. Cannot open the Outlook window. The set of folders cannot be opened. An unexpected errot has occurred.
MAPI was unable to load the information service msncon.dll. Be sure the service is correctly installed and configured.
I had already reinstleed Outlook 7 when I got the error i sent you in the last email.
