For make sure driver of modem installed correctly.You can check it in device manager.
Go to start menu->search type in search "device" then you can see device manager in list click on it then make sure that there is not any ? amrk or yellow ! mark .
Uninstall all usb drivers 1 by 1 then it automatic reinstall usb driver also uninstall modem driver and reinstall.
Reinstall dialer too.
Then it will work.

This modem is working good in other laptop, and other modem is working with this computer...So this celeron laptop might have not compatible with modem from Vodafone....I have lost one day to deal with Toshiba latptop and vodafone modem......Thank you very much for your help!!!
