That is the BIOS boot screen, it doesn't go beyond that because it can't load the OS. You can disable it if you don't want it but it won't fix your problem - you can't just attach a hard drive with an OS and it will work, it never does and Network Service Boot means that you already have a network server with the appropriate OS for your motherboard. You will have to install the OS on that motherboard on your local disk or, if you still wanna use the Network Service Boot, have an appropriate server on your network that when the PC boots, it sends an extended DHCP request, and your server responds by sending a bootable image to the PC via the network and the PC then boots from this image.

It's like in any other motherboard: go into the BIOS, change the boot order (put the cd first) and install an server OS using its install disk (Win Server is easier to configure if you don't have any Linux experience and you don't want too much from it). Just remember to put the hd as first boot device after the install is completed .
F9 gets you a direct access to boot menu - use it to select boot options, in your case the cd .
If by pressing it you get a blank screen then something is wrong with the BIOS. Try first to reset it, if not you will have to reinstall/update it.

Thanks for the feedback. However, it is my intention to use this motherboard in my new server, so I have to get it to load to a new OS. I purchased the motherboard from Ebay with the server intention as stated, because it came with the CPU and FAN, I already had RAM from an older system, so I thought it wouldn't be too much of a problem. I have built systems previously from scratch, but those were with new motherboard. I really need to get this up and running with a clean OS and implemented as my server, so any suggestions about how to get there from this point would be appreciated. This is my first exposure to an HP type motherboard. Thanks.

However, I guess I failed to mention that none of the options on the boot screen will allow me to access the BIOS or it least view the options. When I selected one of the Fxx options I just get a blank screen. I have tried other keys and nothings seems to get me to a BIOS screen to make changes. Any thoughts? Thanks again.

I had been pulled away from my server project, so I wasn't able to provide you with an update to my problem. I tried your suggestion, but couldn't get anywhere with it. I decided to pull the motherboard from the case and start over, but put it together outside of the case. Guess what, it fired right up without any issues. I suspect that something was shorting out between the motherboard and the case, so it looks like the problem has been solved. Thanks again for all of your suggestions, because they were very helpful.
