I have a roper ref and in the frezer the drain hole keeps freezing up w/ water i think when it goes in defrost mode i beleive the heater rod isn't workingcould a do a amp check on it to see if it works,how muck volts or amp should it read

It's probably not the ice-maker. It has a plugged drain. This is located in the back wall of the freezer near the bottom. remove the evaporator cover...(the back wall of the freezer). Below the coils is a trough with a hole in it where the defrost water drains. This is probably frozen over.
Pour some hot water in to trough until you see drain hole. Keep pouring until water runs thru drain. May have to shut down ref to get it to defrost.
this sounds like your freezer is operating properly, except that the drainage of the water when going through the defrosting mode is not draining properly, pooling on the bottom of the freezer and then freezing. Check the drainage hose for the defrost in the lower pan. I would remove everything, place in ice chest, let the unit completely thaw out and then inspect. I hope this is beneficial.
The first answer Katherine correct one with one exception; you do not have a problem in the defrost system because you are getting water from the defrost. You may have a clogged (and now frozen) drain, or a faulty defrost heater which supposed to keep the drain from freezing up.
Defrost the drain with hot water and make sure to test running water through the drain down to the drain pan. If it freezes after you cleaned it, replace the DRAIN heater only.

The drain in the freezer behind back lower panel needs opening. You can see it at the bottom of the back panel underneath the evaporator coils. (The cold coils) Run Hot water in the drain until it clears or use a hairdryer. When the defrost melts the water it goes down the drain If the drain is clogged with Ice or ? it overflows into the ref. Run Hot water in the drain until it clears or use a hairdryer. first check for a hole that water should drain tru. it must drain under the ref. into a pan and then it is evaporated by the heat.. u need to go on the back of ref.,. look where water goes into the freezer and that will need to put some putty or soke tape to stop the air leak that is causing your spout to freeze.. try those. ok

Using a hair dryer , start in the middle , below the coils , defrosting , until you see the drain hole . Use hot water to help defrost the hole . Once water starts going thru the hole , use a small hose inserted into the hole , and blow thru , to remove any unseen debris in the drain line . Use an ALUMINUM solid wire , 14-16 guage , with the insulation completely off , and insert one end into the drain hole as far as possible without any force . Wrap the other end about 1 1/2 to 2 turns , around the black rod (defrost heater) , above the hole . When refrig goes into defrost , the heat will transfer from the heater , to the wire , keeping the hole from freezing up again .

Probably the drain hole inside the freezer in the bottom back wall is clogh,put hot water in it until melt the ice and keep putting hot water to make sure it goes through.When the drain is clogh the defrost water goes down to the freezer floor and freezes up and the drawer stick to the ice.
this is a perpetual problem due to no drain heater being fitted. what may help is to run some pieces of copper wire from the defrost heater and have them into the drain hole. enough heat may be conducted to cure it
open the freezer compartment loo for ice build up on floor of frezer especally towards rear behind back panel. sounds like you have a clogged/frozen defrost drain tube. removing back panel of freezer will give you acess to drain trough, melt away the ice with a hair dryer, youll find a drain hole under there somwhere,pouring boiling water down the drain will clear it pretty quickly( i use a steam machine purchased from the infomercials)
