PIN cantt be got anywhere, but PUK which is used to unlock the PIN can be got from the service provide and can be used to unlock the PIN
PUK code in PIN UNLOCKING CODE, which is required when you give PIN number wrongly for 3 times,
This code is OPERATOR specific and not phone specific and you have to call you operator and get PUK if PIN is blocked...
if you provide PUK code wrongly for 10 time, you sim may become useless, then you have to buy new SIM

Yes, ther is a way of unlocking a locked PIN, by using a PUK code.
Contact your network service provider cudtomer care and they will provide you with a PUK code for free, to unlock your SIM card.
This will give you access to your phone.

With working sim in phone, go to keypad and enter *2767*3855# and wait, this will fully reset phone so ensure you back up anything on it first, during repowering up remove battery and insert sim from other network then turn back on, phone should now be sim lock free. As always this is at your own risk.This will likely work with other Samsung phones

The only way to change your security code is by formatting your phone thru this code *2767*3855#, but let me warn you, if you proceed on this method,all data of yours will be gone.
