Acts like the keys are sticking have to push buttons several times

Cheap keyboards are not built to last. If you want a long lasting keyboard get a good mechanical one. They may cost a little more up front but you wont need to replace it for a long time.

What is a good tool to define the speed of typing on a PC keyboard?

You can opt for the following typing speed test which is free, fast to pass and rather simple. I used to pass it several times and the result was pretty much the same which I guess means that it's valid.

Trouble when typing on the keyboard on my sony vaio

Keep the palms of your hands away from the "touchpad" -- you're accidentally moving the mouse-pointer as your fingers press on the keys.

The cursor backs up in the middle of my typing on my computer

Press F5 then wait three seconds and press F8. This will enter cursor mode and then you go to Start>Control Panel and then smack the tar out of your "Home and Insert" Keys. They have bad contacts. Flip the keyboard or laptop over and tighten all of the phillips head scres in that area and in general (on a laptop the keyboard screws are labelled with a "K" imprinted in the plastic next to the screw holes. Best of luck and definitely blow it out with airduster or a small vacuum.
