Change memory ic that is placed in command section.you can idenify command section by front panel keyboard.where the front panel keyboard wire/pot placed.you can find to ic in this section the small one is memory ic.

how about the amplifier ic does it work, check the supply voltage. then if you know the pin configuration of the ic, look for the input of the ic then bypass the amplifying section. the audio input connect to the connection going to the speaker out. if you can hear a sound from the speaker that was mean the ic is defective.
check tunner section and component related to tunner section . check memory ic..... if the out put of memory is half then that of the in put then memory ic is in good condition other wise change new memory ic .......
This is a vertical deflection problem, These are the possible causes:
1) bad vertical coupling capacitor 2) bad vertical output IC 3) bad vertical driver IC 4) bad CRT deflection yoke
Troubleshooting needed: 1) using the TVs schematic locate the driver IC the output IC and the CRT yoke transformer. 2) using an oscilloscope look at the vertical driver signal it should be a sawtooth signal from the driver to the yoke (increasing in amplitude for each section, i. e. driver and output). 3) if no sawtooth patter is seen that is your problem, look for the component in the section where signal is entering but nothing is coming out. 4) replace the components
Now let me tell you something, don't continue to play the TV with the line present with brightness applied, this will burn the image of the line into the phosphorous coating of the CRT.
Its aproblem of command section.Check its components one by one.you can identify this section (the front panal buttons goes in this section and a ic in big size and pasted horizantally in the circuit).if the components are ok then change command ic with new one.This will solve your problem

It seems monitor 's problem plz check memory ic and command ic for fault.And check all components that is placed near front panel keyboard's buttons.normaly it is the problem of command ic and memory ic.
