Setting the time

How do I set the time on this thing! cant set time

On the back of the clock - left hand side if you've laid it down on it's face - is a row of switches. You need to start the time set-up with the clock having been unplugged so there's no time set in the memory.
Now, to those switches: The first (from the left) is DST = Daylight Savings Time - right now you'de set this to "ON."
The second switch is Time Zone: PST, MST, CST, EST (Pacific, Mountain, Central, Eastern). Set the switch to the time zone you are in.
The third is just the brightness.

Now, to set the time itself:
1 - Turn the clock face back up to where you can see it.
2 - LOOK AT THE CLOCK - LOL! This is an atomically set clock - you shouldn't need to set the time. The atomic clock bounces off of satellites all around the world. There is literally little to no "dead zones" for the clock, so you should never have to set your clock - just set it up like I state at the beginning.

TIME/CALENDAR SETTING
1. In normal time display, press and hold A to enter setting mode; chime will begin
flashing.
2. Press C to increase setting value. Press D to decrease setting value.
3. Press B to set and advance to next setting value.
4. Setting sequence is chime, 12/24-hour time, hour, minute, second, year, month,
date, Auto EL.
5. Press A to save data and exit setting mode.

Cant get to the off setup to program timer. the timer wont come on at the set time

The ST01C is unnecessarily difficult to program.
And the manual is confusing and unclear.
I wrote a page to help ST01C users who want specific on-off times (not dawn to dusk):

I test and work with timers each day, and I had to fool with the ST01C for an hour or more.

First thing I learned is how to clear programs and start over.
Hold down ON-OFF and press reset button with paper clip.

Next thing I learned is to set programs before setting current day and time.
That way when you have to reset and start over, you are not re-setting current day and time each time.
Set current day and time after programming timer.

Timer doesn't have to be wired into the wall to set programs.

Here's a tip:
Program1 is ON
Program2 is OFF
Program3 is ON
Program4 is OFF

The key is watching the small light bulb icon on display when programming.
When light bulb is dark, that is ON
When bulb is is light, that is OFF

HAVE NEW PC. CANT FIND SET UP WINDOW

if you are talking about the bios setting just pey attention on start up it is said what to press in order to enter set-up....usually for all laptops you have to press F2 on start ..but it may be F1 if it is the first time setting ..or del ....or F10..but Im more than sure that in your case will be f2 ...try to open it and start pressing F2 repeatedly soon after first thing appears written on screen ..
