Maytag bottom mount freezer (top) icemaker not working

I have a MFI2266AE french door refrigerator. The icemaker is not working. I believe it is because the top freezer (just for the icemaker) is too warm. Using the diagnostics available on the panel, I checked the damper and the fan and they are both working. Is there a thermostat which controls the fan to bring cold air up from the bottom freezer and if so, is this likely the culprit?

Check to make sure that your fill tube is not blocked with frozen water.
if there is no restriction then you have a faulty ice maker.

I finally got the display to respond. It was stuck solid on PE0 000. I kept doing the door Plus down arrow then release door alarm until it added a decimal point... the literature did not say what to do if not flashing.

HOW DO I CHANGE THE WATER FILTER - I BELIEVE THAT THE ICE MAKER IS NOT WORKING BECAUSE OF THIS

The icemaker is probably NOT run through the water filter. Typically the filter is only for the water through the door. Either the water solenoid valve that supplies water to the icemaker is bad or the icemaker is bad.
