Sounds like your water valve may need changing, and has filled up with sediment, slowing the water flow.

How do I calibrate whirlpool measured water dispenser

Here is a link to the page in the owners manual depicting the process:
https://www.manualslib.com/manual/722607/Whirlpool-Refrigerator.html?page=22#manual

Which from the keypad touch the options and lock together for 3 seconds, a "1 cup" will display, get a measuring cup and locate the 8 ounce or 1 cup mark, place the empty cup under the water dispenser, press the water dispense paddle to fill the cup to the 8 ounce or 1 cup mark, (if you accidentally overfill, touch the back/ice type button, empty cup, and start process over), when cup is at the 8oz/1 cup mark stop filling and touch the measured fill button. You can pour out the water from the cup and test to see if water dispenser is calibrated now (should be as this works for my whirlpool refrigerator, if not attempt process again)

It seems that the water flow out of the dispenser is very weak. It takes a while to fill even an 8oz glass. The unit is 8 months old and has been this was since the beginning. The filter has never been...

Try taking the line loose from the back and take a can of compressed air and spray through the line to make sure nothing is clogging the line or make sure the line is not crimped.

Ge profile refrigerator slow water dispenser

you have a seperate valve for ice maker and water dispenser, though it is possible both could have debris preventing proper water flow, i would check the water pressure you have going into the valve solenoid housing. turn off water to fridge, disconnect the line at the fridge, not in basement at saddle valve. place end of tube in bucket, turn on water. how is pressure? good or slow? if its good, then you probably do need to replace valve solenoid housing. You can NOT clear debris out of these, they must be replaced.
If your water pressure is still not good, either y ou have a kink in plastic water line. Despite having changed saddle valve in basement, if the stem of saddle valve is mounted on bottom half of pipe, debris from pipe is getting into water line and so on. Water from dispenser very slow

You could have a piched H2O line somewhere near where the door connects at the bottom front corner or a bad water valve could be the issue. There should be a water container in the rear of the inside of the fresh food side that stores water. Make sure its not leaking or has any obstructions to it or the lines to and from it.

Water is really slow

it was good before you changed that first filter? if so you probably got something in the line. from removing filter like part of oring or something and its now in your line from filter. try turning water off and break open water line before filter and see how well it poors there into a bucket or something and work your way down to the dispenser.

Water Dispenser

The water does come out slow on these models. I know you said you replaced your filter with a new one and it is still not any faster.

I own a Kenmore Elite #596 73503 201. I have not changed my filter for approximately 18 months and when I timed how long it took to fill a 2 Cup measuring cup (liquid measure) it took: less than 45 seconds. Can you test yours and post back how long it takes with your fridge?
