Changed the bulb a few days agfo and not I have a greenish tint around the outer part of the picture forming0 a two inch ring around the picture . Could it be the new bulb or the color block

If you tried a cheap bulb then that might be the problem as some of the bulb carrage may not be complete4lyto spec. I had one that was close but there was a gap between bulb and where it fits. I went with a bulb dealer that had I believe a 1 year warrante and I have had no problems. I had a 73838 tv set.
Your red tube is dead. There are three primary color tubes that create all the colors. A new tube can cost $250 plus installation and then you will have an old, obsolete TV with one new tube. A new 46 inch TV is less than $400 these days.

depending on how much you paid for the tv , the cost of the repair may be more than the tv is worth. but if this is a large tv , then the repair would be most likely worth it
What is the make and model of your television.. green tint and vertical lines indicat a problem with the light engine..although the clear menu says otherwise..im not sure what type tv you have. lcd plasma change the light im guessing you mean bulb .. this indicates to me you have a dlp. but green tint to me indicates a tube projection type tv... so im just guessing hear. vertical lines also indicate a bad buffer board on a plasma or lcd. so let me know what you have
cleaning the CRT lenses and mirror will help, however with that model I would suspect that the gree and blue CRT needs the coolanr changed to get a your color and clarity back. thats a common problem with all phillips rear projection TVs
This sounds like your convergence circuit has failed. There are large convergence amp ic's that will need to be replace and this is not an easy repair and will most likely require a qualified service professional.
