I turn on my lcd monitor and the backlight comes on but i get no picture just a illuminated black screen i have tried different cables doesnt work my graphics card can handle it aslo its a dell ultrasharp fps1800 18.1 inch monitor

An LED TV is still an LCD TV, just with LED backlighting. That model is an LCD TV. The difference is in the backlight. Both LED and LCD TVs use an LCD screen. LED TVs have LED backlighting of the LCD screen, which saves energy.
When the LCD Controller cable is diconnected from the LCD panel, the screen should be completely white due to the Liquid crystals do not have the bias voltage to block the backlight from coming through the front of the screen. Unless you have intermittent shorts circuits on the LCD controller board (part of the LCD panel) that load down the 5vdc (logic power supply). The capacitors on all the board look OK? You may have a faulty inverter or loose power inverter connection. OR You may have a defective CCFL backlight, it may have the following symptom: Screen flashs on red/pink and off. Picture stays on in red and slowly be come normal. Picture flickering with dim display or appear black. Picture flickering on and off. All these symptoms indicate that the LCD backlight lamp (CCFL Lamp) has reached the end of the life and all you need to do is replacing the CCFL lamp. Connect an external monitor to your laptop and power the monitor up first then the laptop, if you see the normal Windows images then the video card and laptop is OK and the problem is definitely the backlight. Dim image and/or dark display on the laptop's LCD screen indicates a faulty LCD backlight and it could be the inverter that supplies high voltage to the CCFL lamp or it is the CCLF lamp is nearly burnt out or burnt out, most likely this is the case. the light you see is the backlight, you have either a bad signal board or tcon board which is part of the screen usually.
only cheap solution may be if the capacitors on the power supply, if you want you can do a visual of the power board caps will appear swollen on top and are easy to solder in cost about $1
try reseating the thick cable running to the panel (Tcon board) top center inside the set
It sounds like your backlight isn't working properly. LCD screens have backlights that illuminate the colors produced upon their surfaces, so that you can easily see the screen without an external light source. In your case, it sounds like your backlights either aren't cailbrated, are damaged, or were produced unevenly.
There is most likely not a fix for this, though most all LCD screens have some form of light distortion. My own LCD screen is slightly brighter around the edges, where the backlights are located, but this is only noticeable when displaying a completely black screen.

Try a different monitor (a friend's) on your computer, if it works OK the problem may be with your monitor. If it does the same as on your monitor, the computer video card may be defective.
Try your monitor on a different computer (a friend's) etc. You will figure if anything or what is defective. Then you can decide to repair or replace.

Sorry to have to tell you this, but this is common in LCD monitors. The reason that it is going black when it boots is for one of two reasons. You either have a bad power supply that powers your LCD or your LCD's backlight is blown. These can be repaired or you can purchase a new one. But if it goes black 9 times out of 10 is because the backlight is bad. These can be repaired!
