Generally, if a dell portable suddenly starts prompting for a HDD password when none has been set, the HDD is failing.
You can call Dell and try an get a HDD master password (800-624-9896 USA) as a D430 will have lifetime phone support.

In case of your laptop the easiest method would be using software from Hiren's Boot CD as it's pretty hard to open it up and reach for the CMOS battery or the jumper.

That page explains what jumpers are and where they're GENERALLY located. Each motherboard is different. There are usually some abreviations near the jumpers that let you know what it is that they're for. You need to be a computer guru to understand a lot of them. I'm assuming you've locked yourself out of the system bios and forgot the password. The picture in the link above should show you what that jumper might me labeled as.
you will need two utilities 1. PE to USB and 2 . Bart PE Both are free software. You will need to create a bootable Bart PE image with BatrPE and then dump it on a pen drive ( 1 GB sufficient ) with PE to USB Software and boot your Laptop with it. You can then Format the hard drive which seems to have been locked.
