I went through this exercise with a Siemens Gigaset 8800. The solution is to DE-register the handset first. Then register it with your base. This function can likely be accessed in the handset menu. The phone you purchased is apparently still registered to the previous user's base.
If you had a storm, and the only handset that works shows line in use, then your base has gone bad and needs repair. The reason the phones are flashing base 1 or something to that effect is because they don't see the base anymore, which typically means no phones will see your base, so its odd that one phone is actually seeing the base. Either way, you can try re-registering the phones to the base, but if you get the line in use after they register (if they will register), then your base is bad. Unfortunately the 4010 model does not have a built in answering machine but does have features to work with your local telephone companies voice mail. If you want to keep your same phones and get a base with a built in answering machine you will need to replace your 4010 base with a 4015 base (up to three handsets), or a 4215 base (up to four handsets). But don't toss out your old base, you can use it to extend your range if you ever use a 4200 series handset that will allow you to register each handset to up to four seperate bases simultaneously to extend the range. You can buy the 4015 or 4215 base only and save yourself some money. You can google Siemens cordless repair or go to the Siemens website to find a few options.
