I installed a 9250 video card and now my computer is slow and it refreshes very slow with a wavey line that comes down the screen and when i play a video it flashes with a line coming down

It seems that your video drivers are not properly installed or some of the files are corrupted. You can try un-installing the video card driver, rebooting, and then re-installing it.

Here's an easy way to download and install / update your video card drivers:

Use this driver scanning tool, which scans your computer for the needed drivers. It has an option to automatically retrieve the drivers for you.

You can download this free driver scanning tool from here: http://xpdrivers.com/index.cfm or directly from this link: http://xpdrivers.com/download/download.cfm (copy/paste the link into your browser, if you can't click it).

After you have downloaded the above file, double-click on it and follow the simple steps to install it. Then, when it asks if you want to run it, just answer yes. This is easier than manually searching, downloading and installing the drivers.

did you have an Nvidia video card in the computer before installing the ATI?
IF you did, then you may need to reinstall the Operating system in order to get the ATI card working, the Nvidia drivers and ATI drivers will conflict.

Try downloading latest graphics drivers for your graphics card or onboard video chip, also make sure all other drivers are all installed and up to date.
If that fails to resolve it, then would need more clarification on things, like what does the "wavey screen" you describe effect anything else like when moving windows around etc.. within Wndows. Also, what browser your using, and more detailed explanation of the "wavey screen". One last thing, find out what graphics adapter you are using just in case..

Screen going blank for a second or two while video freezes then jumps.

If you have on board graphics try removing video card and reboot when computer rebooted turn it of and refit card and restart when restarted computer should recognize new hard ware and should find the already installed drivers if not try installing drivers again
Sometimes windows does not recognize new hardware until its refitted
had this problem with modems alot and the above method solved it

Check your video card drivers are installed correctly.
If unsure, the reinstall them again, it won't hurt the system and there are probably new drivers out for it anyway.

wow, super generic problem here,
but, all has fix around, so uninstall the video drivers, start up your computer, and see if happend again with out them, then, if all is ok, try to install a new driver for your particular video card, don't change your refresh rate over 60hz

What can I do to get away from this really slow screen refresh ?

Problems occurs when you have an integrated graphics card that hasn't been properly disabled in the BIOS. try to disable the graphic card first if u have one. if u don't, then check for service packs. upgrade if necessary. if it still doesn't solve the problem, you should check try a system restore back to the date prior to the installation of the drivers. then you should try re-installing them.

Your problem is not the drivers or hardware it is in your settings. Goto windows hardware settings for your monitor. Look down where it says refresh rate. Write that number down then go to the manufactures web site. Enter in your favorite search engine your monitor model and to to the manufactures site. Check to see what they recomend as your optimum and maximum refresh rates. Pay attention to the screen size also this plays a huge role in performance and out of sink refresh rates. Just out of coureosity are you overclocking your cpu or ram?
