I would think this will be head bearings. These bearings usually loosen rather than tighten up but if they do tighten up the steering will indeed become stiff and probably jerky if the cups that the ball bearings roll in have become a bit notchy. Its an easy fix and should just need loosening off. The bearings are located where the steering tube on the tiller passes through the frame. Its the large nut on the top that needs loosening slightly. There is usually a locking ring that may need lossening aswell. Please be warned that access can sometimes be an issue when trying to get at the headset. If loosening the headset does not cure this problem, there are normally a couple of sealed bearings located within the axle housing (the part where the wheel attaches onto). Its unlikely though that these will be causing your problem. If they are, they will need replacing which requires part of the steering assembly to be dismanted and for safety reasons, may be better left to a dealer. You menion about having new tyres. Was the steering ok before you had these fitted or were they fitted to try and cure this problem? If its the former, it could simply be incorrect tyre type or pressure. Before attempting to correct this problem, its probably a good idea just to lift the front of the scooter off the ground and turn the steering to be sure that the bearings are at fault and not the tyres.
