Does you notebook shows any connection information after connect to tv. If not you need to install. If this didn't work you have to change VGA cable. If not your notebook doesnot supports the tv
TV must be set to view source to PC. most of the laptop have VGA output this like output projector. Pls read the proper doc on connecting your laptop to TV..
When you connect your tv to your mac, make sure the cables are plugged into the TV first, and then plug your mac into the computer.
But a vga to tv converted doesn't make much sense. Your connection should be mini-display from your mac, to an adapter to either VGA, DVI, or HDMI depending on your TV connection type.
The TV will recognize any operating system. You can use a VGA cable to connect to the television if the TV has a vga port. Then select the PC input for the TV. If the connection is white and larger if may be a DVI connector. You will need a DVI cable in that case or a DVI to vga adapter.
It is very likely that TV supports only some resolution while in vga mode. I would try 1280x 1024 and keep changing it lower until TV recognizes signal from PC
