The water dispenser tube is getting leaked form in between or its got loose from its actual line.Inspect water dispenser tube from water valve to the end of where the water is getting dispensed.

Is the freezer cold enough? Should be close to 10 degrees.
Is there water or ice in the ice mold? If not put water in it and see if it dumps the ice after it's frozen. If there is ice, lift the cut off arm and let it drop to see if it will start.
If it does dump the ice but don't refill with water.
ICE MAKER NOT GETTING WATER
Try swapping the wires on the dual water inlet valve. It's on the back where the water supply comes in. Then try the water dispenser. The water should go to the ice maker. This will tell you weather or not the ice maker valve is working and if the line is clear.

The water inlet valve on the back of unit opens when the ice maker needs water. If the valve doesn't seal good because of sediment or wear it will continue to drip and when the water reaches the ice maker supply tube it will freeze blocking the fill tube.. You can take the water line off the valve and watch to see if it drips.

A strainer before the inlet valve can also get stopped up restricting flow.

Replace the water valve on the refrigerator. The valve solenoid is stuck open causing water to flow freely. This should fix both issues with icemaker fill tube freezing and water dispensing.

Most likely the water control valve on the rear of the refrigerator is defective for the ice maker side of the valve. Try filling the ice maker with tap water and let freeze. If the ice drops and cycles and does not refill then the water valve is the problem. If the ice maker does nothing when you try this the ice maker is the reason. The chute where the ice drops through could be icing up, try removing the I bin and cleaning the ice build up out.

You need to check and see if ice maker has any water init. if not check the fill tube that goes thru the back wall for stoppage while you have it out rin the maker thru a harvest mode and listen for the sounds of the solonoid opening. If tube is full you'll need to replace the slow leaking valve a common problem. for parts call 704-819-6557

Check supply tube to see if frozen or blocked using Q-tip or feel to see if frozen. if Frozen, hold up clear glass with heated water placing tube in hot water. Hold till ice in tube melts. Clear glass will allow you see ice slip out.
