Well first off, the crank spins twice for each cam spin, so try taking off the belt and try turning the crank 360 degrees and rebuild it again, other wise, a little bad news, the last straus i did a timing belt in, like last month had 3 bent vavles after the water pump siezed up and broke the belt, are you getting good compression on each cylinder, that would be another thing to check, bad or no compression would mean a bent valve or bad piston.
The arrows should face up and there are marks on each gear that should be across from one another in between the two gears{were the gears are nearest each other} al marks should line up again after you turn the crank two complete revolutions. if not remove belt and redo. also make sure cam and crank sensors didnt get damaged/uunplugged
